About the BAFS Project

The Boosting Agriculture and Food Security (BAFS) project is funded by the European Union in Sierra Leone and implemented through the Ministry of Agriculture and Forestry (MAF).

BAFS comprises of different project thematic components – institutional capacity building, agricultural research, production and value addition in crops and livestock, agribusiness and innovation – and is put into action in all districts in Sierra Leone, by GoSL, national and international NGOs and the private sector. The time frame for implementation is from 2017 to 2023.

Objectives

The overall objective of the BAFS project is Reduction of poverty and food insecurity in Sierra Leone through better governance and household improved living conditions and higher incomes.

Specific Objectives

R

1)  Increasing MAF institutional capacity for formulating food security strategies and sector policies

R

2 )  Enhancing cashew, cocoa and coffee (CCC) productivity, income generation for smallholders and exports

R

3)  Fostering sustainable agricultural diversification by disseminating farming techniques adapted to climate change and ensuring that smallholders have fair market linkages

Project Results

Result 1.1. Institutional capacities of MAF in providing sector guidance for food security
and sustainable land use are strengthened.

Result 1.2. National agriculture, veterinary / animal husbandry education and research entities are strengthened

Result 2.1. Cashew, Cocoa and Coffee (CCC) productivity and income generation for smallholders and exports are increased.

Result 2.2. Efficient and effective value chains of cash crops for export (CCC) are promoted.

Result 3.1 Diversification of agricultural and livestock production is promoted.

Result 3.2 Sierra Leone Non-State actors, like FBOs, CBOs, NGOs and producers’ associations and federations, work together with Local Authorities to build an economically viable agri-business system.

How the Project is Organised

The different activities that are accompanying the BAFS grant components and the day-to-day management of initiatives strengthening the institutional capacity of the Ministry of Agriculture and Forestry (MAF) are implemented by the BAFS Project Coordination Unit (PCU).

The PCU and the Ministry as a whole are supported by a Technical Assistance Team (TAT) – GIZ International Services in partnership with West African Rice Company – bringing specific expert skills to build partner capacities and provide advice.

Project Coordination Unit

The team of the BAFS PCU and TAT undertake all project activities in close collaboration with the appropriate division and staff of MAF.

The strategic direction of the programme and its components are jointly defined by MAF, NAO, EU and the PCU/TAT in participation with other key Ministries and partners.

In addition, through the Technical Assistance facility, the project has access to a wide range of national and international experts for specialised assignments to build MAF institutional capacity and to carry out sector studies and assessments.
